It's a strip of rubber weather seal, no too heavy or bulky. Handed over to partner a week ago. Who is partner and why a week delay?

Don't exactly understand the issue, but would like to help.

Is this something you've purchased but have not yet received?

There was an estimated date of delivery seen in the listing.  Has that date passed?

If so, you can open an item not received case.

Have you read eBay's Money Back Guarantee for buyers?

The community forums are peer to peer, not eBay. We can't see your transaction so would be unable to tell you anything about the week delay. The partner could just be the shipping service they use, such as UPS, FedEx, USPS etc. The listing when you bought, should show when it will arrive. You have 30 days past that to open a not received case if you do not receive it. What does the sellers feedback look like and is it coming from USA to your address?

Handed over to partner generally means one carrier is transferring the package to another carrier for the next leg of shipping or delivery.

 

Examples within the US are UPS SurePost (1st leg UPS, 2nd leg USPS for delivery) and FedEx SmartPost (same deal).

 

You tagged your post Korea so likely the item was shipped from overseas and is being transferred either to a local courier or to USPS. Impossible to say for sure without seeing tracking.

 

This type of shipping service is generally very slow. Take a look at the estimated delivery date on the order. That's what you should go off of - not how long a package is sitting at one location or another during transit.
