Why do seller feel that they can close returns without trying to work it out?

Probably because the buyer didn't know how to properly handle a return/refund claim. Since you haven't posted any specifics in you multiple posts, there's not much more advice we can offer.

Sellers and Ebay can close a return if the buyer fails to respond within the allotted time frame.

Work it out? Work it out how? If a seller wants an item returned before refunding, that's what the buyer has to do. The seller is entitled to get the item back before issuing a refund.  Also, a seller does not have to accept or offer any sort of partial refund.

 

Of course, with no details, I can only guess what the issue may be.
