You really can't return something until you receive it, so opening a return request prior to it being delivered makes no sense. Wait until it arrives before requesting a return.
The reason for the return should be the actual reason that you are wanting to return it. If the reason is a buyer's remorse one and the seller accepts returns you will probably have to pay the return shipping and may only be refunded for the actual item price. If the seller has a no returns policy, he isn't required to accept a return.
If the reason is because the item is not as described, regardless of the seller's return policy, the seller must accept the return and pay for the return shipping.
As I mentioned, you should use the real reason for the return and not use the not as described reason to get around the seller's no return policy or to avoid having to pay the return shipping yourself. Of course, it is a matter of your integrity.
