Returning an item, seller sent return label with not enough postage. I'm using the same box but PO says it's Priority Mail box so I can't use that box. Also, item is more than 2lbs so the 1st class postage seller sent won't work as package over 2lbs can't be 1st class. What should I do?

Yep, First Class Return labels are good for packages up to 70 pounds and can be put on any box, including Priority.

Return labels issued through eBay are good up to 70 pounds and can be put on a Priority box.
Your post office seems to not realize this........

Stick the label on and drop it in a Blue Mail Box.

Why do I keep seeing the comment that First Class Package Return Service is good up to 70 lbs? When I go to the USPS site, this is what I find:
First-Class Package Return Service-Commercial
First-Class Package Return® Service is a smarter way for high-volume shippers to quickly receive lightweight (under 1 lb) documents or merchandise. Insurance up to $5,000 against loss and damage is available for an additional fee.
Says under 1 lb.

First, I believe the USPS clerk is correct. The USPS has two return services: First Class and Priority Mail. These are flat rate priced based on the average amount that the USPS actually processes for each of the two services. So, the First Class return label will be cheaper than the Priority Mail return label.
eBay issues a return label based on whatever class the original shipment went out in. I'm guessing that your seller misused a First Class postage label on a Priority Mail shipment.
What can you do? Here are three ideas:
