Returning an item after 30 days

hi

i had a problem encountered recently. I purchased a lg v30 phone last june 26. My package was arrive to manila ph. Last july 22.  And i"ve discovered that is not matched to the described details. Currently, the seller and i agree to process process this august 4.  

Though ebay would not let me to resolve this. I was planning to use my paypal return. Though how could i process when ebay wont give me the option to get the sellers shipping return address

1. An unwritten rule says eBay cannot refund after 60 days. Your purchase was on June 26, and 60 days later would be August 25, so you still have time.

2. eBay allows you to start a return request within 30 days of the delivery. Your item arrived on July 22, and 30 days later would be August 21, so you still have time.

Stop talking to your seller. To the right of your item on the Purchase History page, click More Actions > Return This Item. Then select the reason Does Not Match Description from the list.

For an item that's not as described, your seller is responsible for return shipping. If your seller does not provide or is unable to provide a return label within 3 business days, come back and click Ask eBay to step in.

If you and the seller are in different countries, eBay will give the seller another 5 days to send a return label, or PayPal you money to buy a return label: DO NOT PAY FOR THE LABEL YOURSELF; you won't be repaid. If you get a label or the money to buy a label, send your item back to get your refund. Otherwise, on behalf of the seller, eBay will issue the refund, no return needed.

I tried to followed the steps, Though I encountered this message, You can't open a return on eBay for this item.

I think I need to contact ebay

First, sign up at PayPal for Free Return Shipping: https://www.paypal.com/us/webapps/mpp/returns

Next, within 180 days, open a Significantly Not As Described dispute at PayPal: http://paypal.com/disputes

Since no one is helping with the return and refund process, go back to that PayPal page and click the Escalate to PayPal link at the bottom. Then wait for PayPal to give you the next steps.

The message says that you didn't buy the item on this site so do you know which site you were on when you purchased the item? You should be able to open a claim on that country's site assuming that they do have the same buyer protection system. Where is the seller located? Try opening a claim on ebay in their country.

Go back to the Ebay site you bought the phone from and you should be able to file a claim.
