When a buyer receives an empty package, they can't open an item not received claim because tracking shows they received the package. But since they didn't receive the item the only way other way to open a claim is to open a return request. You can refund without requiring a return.

Of course they will refund the buyer - with your funds, of course - and give you a non-performance defect to top it off.
If Ebay actually lets you keep the funds, doesn't give you a defect and refunds the buyer out of their pocket I would be very, very, very shocked and surprised.

Sometimes eBay will do a courtesy refund if there is no way really to prove who is correct. No defect for the seller.

The buyer probably has a track record of scamming other sellers ... my guess is that the buyer will be removed from eBay.

Anybody point out to the delivery person that the package was empty? Was the package damaged? Was the package open? Did the delivery person make a note of the fact that it was empty?

Have you checked into the possibility of making a claim with the post office for the package. With some services you can...Others you can't. Usual explanation/reason package had weight when it left your hands.

Was just a thought. From my understanding because all the postal services are swamped their "followup" on anything(including cross border) will be mediocre at best until things get back to some kind of normal. And it may not be helping things that there could be lots of either new, temp or contract workers working for them. My normal practice, if something is either super heavy or could move around with sharp edges I pad the item and even double box so nothing happens in transit. I also add a secondary to/from labels to all packages incase a generated label falls off with tape over the label. Also tape can lift so it never hurts to cross wrap the tape for added security.

PS. Any claim right now will take longer under the current circumstances. Sad but true.
