How does this work now. also return instructions.

Since June 1, sellers can no longer charge a restocking fee.

 

And according to the Spring Seller Update, "Because we are standardizing returns, we will remove the "additional return policy details" field that some sellers may use to detail their returns policies. Removal of the field will simplify returns for buyers."

It doesn't.

 

eBay no longer allows restocking fees or customized return instructions.

I read that.
RESTOCKING FEES, NO LONGER AN OPTION.
that does not mean you cannot charge them.
You by law can charge restocking fees.

If that is true then why do ALL of my listings look like the attached screen shot.

The restocking fee still appears on the mobile version. Guess eBay hasn’t fired the incompetent programmers yet.

I looked at a couple of richard's listings and the older ones show the restocking fee.

I think what is happening here is that the restocking fees were not removed from listings prior to 6/1/18. and I thought I saw some discussion somewhere here that they may still be applicable. If those listings are revised in any way, I believe the software will remove the restocking fees, so advice is "don't touch them!". Any listings posted after 6/1 will not have/can't have any restocking fees.

That's a lot of speculation on my part and may not all be true.

Likely because of this statement in the 2018 Summer Seller Update section on Simplified Returns:

 

Starting in August 2018, listings that you have not updated to one of the new returns policy options, including Good ‘Til Cancelled, will automatically be updated for you.

I don't know what "law" you are imagining, but here's reality.  eBay no longer allows sellers to charge a restocking fee, and will no longer support it.  So, once the programmers have caught up, restocking fees will not show up in the Return Policies, and there will be no option to charge them in the return process. 

 

I suppose some sellers will attempt workarounds, like inserting the Restocking Fee in to the Item Description and partially refunding via paypal.  But if the buyer then files an eBay case, I'm sure the balance of the payment will be refunded.
