Refunds not working?

Anyone else having issues refunding buyers through paypal? 

I had a buyer that contacted me that he made a mistake an wanted to cancel his purchase before shipment.  Normally not a problem at all.  I selected to cancel the order - but Paypal failed to refund the buyer.  It seems like I can't refund any order that eBay collected sales tax on (I went through like 20 orders).  

The paypal page with an eBay order where ebay collected tax doesnt load a "funding source".   EBay shows "Cancellation for this order is pending. " until I can somehow figure out how to refund through Paypal.  Paypal isnt much help.  

Anyone have anything similar?

Mine is not exactly similar, but I have a return I am trying to refund.  I get an error message that says "unable to make refund right now, try back later" and I also see other sellers having this same problem.  Don't know why I can refund.

Tried to refund a buyer last night as they purchased wrong item. 

Called CS and they said refund was not going thru because I didn’t have enough $ in PP account. 

Not true. Had more than enough. 

Buyer had paid sales tax. 

Resolved it by buyer agreeing to switching items and paid difference.
