I'm refunding a item, they paid through PayPal. When I go to send the refund it wont go through, I've tried 6 times. Cant get a hold of anyone at Ebay. Dont know what to do.

Are you trying to refund them through PayPal or through eBay? Doing the later gets you a credit of your FVFs.
Really doesn't matter how they paid, if you refund through eBay, then eBay makes sure the refund goes through proper channels.
