I followed all of the steps in order to get a refund on some items that were not as described. I was informed via email that I had received my refund, checked my bank account and the money was not there. Got on Ebay, checked the Return Details and it states that my refund was issued to my PayPal account, which is NOT what I used to pay for said items as I DON'T even have a PayPal account. There is a Tracking Number for the refund, but it brings me to a login page for PayPal... Tried contacting the seller who is NOT responding to my messages. Anyone know what my other options are??

If you used a credit card to fund the original purchase through PayPal, the refunds are usually returned to the original funding source.

Paypal is the payment processor. If you actually paid with your bank account, then you had to do it through Paypal, unless you went outside of the checkout process somehow.
Refunds always go back to the funding source and in the case of debit/credit cards and bank accounts it can take a few days to process.
I'm still curious as to how you paid through a bank account without having a Paypal account since it's not possible through the Ebay checkout, unless you mean that you used a bank issued debit card. You can direct checkout with one, I do it all the time.

When you purchased the item on eBay, you likely paid with a credit or debit card, or maybe a gift card. Regardless of what you used, the payment "processor" for eBay is PayPal ... they handle the financial transaction. When you received a refund, that refund will also go through PayPal, and PayPal should return the money to your original payment method ... so you'll need to check with your financial institution to verify.
If the refund is still not showing up, there may be an error somewhere in the payment transfer. In this case, you'll need to contact PayPal customer service for next steps.
