Received Closed Case Defect Report... Item slow in mail... Can't Contact eBay... Can't Appeal...

I sell items that range from $6.50 to $28.00 each on average.  I "ship" via USPS mail system to US addresses.  There have in the past been one or two times that a Buyer has contacted me and asked about shipping because the item should have arrived but hasn't.  In those cases with one exception in the last 14 years of Selling as well as Buying the item did eventually show up without a problem.  My eBay record is very, very good and while the Case that I'm about to describe doesn't really "hurt" my record I do not agree that it should be on the record at all... So, I simply wanted to "Contact" someone at eBay to explain my side of the issue.  I mail out many shipments at a time and this particular item hasn't arrived after about three weeks now.  I wasn't aware of this until the Buyer opened a "Case" saying the item ($10.50 Item) never arrived.  I find no fault with the Buyer except I would prefer he had used the "Contact the Seller" first... I would have done what I did once I became aware of the non-arrival via "Opened Case". That is I immediately mailed a "replacement" after double checking with him to be sure the mailing address I had used is correct.  I did this and I received a couple more eBay emails giving me "status" of my "crime".  One seemed to be a "RE-Opening of a New Case" so I contacted the Buyer and he said he knew that I had sent a replacement and he didn't do anything... it was eBay's automated system he thinks.  In just a matter of a few hours after contacting the Buyer I received the "Final" eBay email saying "Case Closed - Payment Refunded"!  Well, I've sent two times to the Buyer and now no payment... I'm out three times the purchase price.  The Buyer told me that when (if) the replacement arrives he will pay again.  That's not the problem.  I want to at least have my "say" with eBay on this and hopefully have the "Defect" removed from my report record.  As of this writing the replacement hasn't shown up (or the Buyer hasn't told me yet but said he would).  NOW THE REAL PROBLEM... I remember a year or so ago I needed to talk with a rep from eBay.  I somehow (can't remember now how) went to a web page, received a "One Time Pass Code" and a phone number to call... Simple!  Now when I REALLY NEED to talk with them I can't for the life of me find a way to talk to anyone other than a recorded message using the two phone #s I've found... both numbers take you on a merry-go-round ride ending with go to the eBay web site... if you'd like to repeat this message press 1.... then it hangs up.  Anyone here know how I can resolve this?  How to actually talk to someone about this?  I'd even be happy to find a way to express my views on the "Case" via email but they don't give the Seller any option for that.  I even opened a "Complaint" against the Buyer in order to tell my tale... but so far only a generic email from eBay in response that tells me they will "look into it"... but I "may not" be hearing back from them with results.  That's par for the course that I've been playing here the past few days.  HELP!!!! :0)

Do you not use tracking numbers? When you received the INR claim notice, did you go to the resolution center and respond within the allowed time? It sounds to me like you didn't let eBay know that you were sending a replacement.

Did you send the replacement with tracking?
