Bought a $65 item on the 11th and the seller shipped on the 13th so can't fault him. Estimated delivery date was 16th. Tracking # 9505515611997317091178 says today, The package is delayed and will not be delivered by the expected delivery date. What does that mean? And how long do I wait to open a case?

It means exactly what it says - the package was delayed for some internal USPS reason. Who knows why? Could be anything. A truck it was on broke. The mail center it's at is swamped with Amazon packages. Bad weather.
A case? Why? The package has clearly has been sent and is still making its way to you.

Looks like it's been through sorting centers in Texas, then Atlanta, then Memphis, on its way to Potomac. But now it has been 3 full days since the last real tracking update (vs the automatic-every-24-hours "On its way" update). The comment about not delivered by the estimated delivery date is just a complex way of saying, "Yes, we know it's late."
How patient are you willing to be? Under eBay's "Money back Guarantee" you can file a claim for "Item not received" and get your money back if you file within 30 days after the original etimated delivery date. So you can give it at least another week (if you can stand it) before starting a claim.

I can wait. But what good is Priority Mail if the post office doesn't guarantee their delivery time frames? In the old days, didn't they refund the shipping if it wasn't on time? Or was that just for express.

Express Mail has always had a guaranteed delivery time. Priority Mail never has.
