Then it couldn't have been judged to be a flat, but USPS might have decided that the weight was over 1 pound. If you paid for 15.999 ounces postage, that's $4.94. Adding the $5.86 charge in the notice brings the postage total up to $10.80 which happens to be the Commercial Base price to ship 2 pounds to Zone 8.

The weight limit for retail First Class packges is indeed 13 ounces. But when you purchase psostage online (e.g., through ebay), the weight lmit is 15.999 ounces. From the current USPS rates publication:

You might want to read the Domestic Mail Manual so you can learn that packages up to 15.99 ounces can be shipped via First Class if you print postage online.
