I sold an item, used eBay labels and tracking. Item didn't arrive. I refunded the buyer, who is VERY nice....told me that a USPS Truck was burnt to the ground and was on a tow truck in his neighborhood on the date this his package should have been delivered. He even sent me a link for the "News article". How do I get a refund from eBay or the USPS. eBay says go to "shipping" and file a claim.. There is NO PLACE TO FILE A CLAIM. They to click on the item and "choose" file a claim ... the only thing there is print/buy another label etc. The USPS says I did not purchase additional insurance.... yet the eBay label include 100.00 in insurance, my item was only 70.00.
How do I get my 70.00 ??? I shouldn't be out the item and the money. I did the right thing; as the buyer should not be out his money and not receive the item.

Hello,
You didn't provide any details so it's hard to give advice. (Service used/Tracking status). BEFORE you refund you should FULLY investigate the situation. Just because YOU decided to refund, doesn't mean it wont come out of your pocket. Just because a USPS truck burnt down, doesn't mean anything happened to your package.
The following link brings you to the USPS website for claims where you can file.
If this was a Fedex Ground Economy or UPS Ground Saver package, then the $100 insurance only covers while in possession of FedEx or UPS. Once it's transferred to the USPS it's no longer insured, and any claims will be denied.
