I’ve purchased an item on Nov.27th because it said it would arrive anywhere from Dec.2nd-Dec.3rd.
The seller created a shipping label on the 29th & the package was scanned on Dec 1st arriving to the annex center and left the same annex center hours after to go to the next destination in transit. It has been in transit since the 1st & has not updated location once.
my package was supposed to arrive today (the 7th) but is still in transit with no update.
what should I do? Is this normal?

Alas, yes this is the new normal. USPS is overextended and is skipping a lot of scans, and many (maybe even most) packages are being delivered late. I received a package that got scanned at the seller's sorting center on November 25 and then got not scans at all until it reached my local PO on December 4. That's very similar to your situation. So don't despair, just try to be patient.
Last night I purchased a Priority Mail label for shipping today. The label itself boldly says "PRIORITY MAIL 3 DAY"" but USPS's own estimated delivery date shows as Friday, which is not 3 days no matter how you count it.

You have 30 day buyer protection from ebay, so I suggest you chill, relax and be patient until Dec 27. If you don't have your order by then you can open an item not received case.

I have several packages with the same problem. I contacted the post master at a central location today, they explained that USPS priority mail and first class were using domestic airlines for delivery. They would piggy back and pay for cargo transfer while passengers flew to destinations. Now that domestic airlines have cut many routes and the holidays are here with the largest online shopping in history, they are overwhelmed and have to rely on more then half of the items being delivered via trucking. They said expect long delays because of this. The only items that will arrive quickly is priority mail express.
Good luck, I am sure it will come, the problem is how long will it take. Very frustrating as a seller and as a buyer.

The same thing is happening to me. My package is coming out of Duluth, GA and was suppose to arrive last week. Instead, after reaching Atlanta the tracking shows the package will be arriving later than expected, however, it was in-transit. My assumption is that the package was taking the scenic route on a mail truck.
The question is how long do you wait for the package to arrive? I live in OH.

I know it is frustrating, but at least your item got a scan. Keep in mind the cold weather and COVID restrictions are slowing trucking a bit too.
What I would recommend is it it does not shake loose tomorrow to write your seller a message asking about the item. Suggest the seller submit a Missing Mail Report...

After that, please give it at least a week to see if it shakes loose. Chances are very good you will get this item at or before the end of the week OR at the very least you can reasonably expect to see another scan before the end of the Week letting you know it is closer to you.
Usually, within a day of getting a scan near your town items used to be delivered. Now it usually takes two days after that. Hence, Late this week to early next week, I suspect you will get this delivered.

If it is still not seen by say the 17th, then I would consider opening an Item Not Received (unless you see movement). Regardless, you can expect to see movement.

As previously mentioned, I had a similar problem with my package being shipped out of GA on 11/30. On 12/4, the tracking update side the package would be arriving late and in transit. No scans after 12/4. I live in OH.
On 12/6, I googled usps shipping problems and came across these sites. On the "downdetector" site, using my tracking number, the person answering questions, updated me on the status of my package. The package got moving and was scanned on 12/7 in Akron, OH. Today, on 12/8 the package was scanned at the downtown Cleveland Facility. Most likely, I will receive the package tomorrow.
