Local pickup and shipping charges

I'm local to a seller and would do a local pickup. Yet ebay is charging me shipping taxes. I don't understand why I'm being taxed for shipping if I'm picking it up. I'm in Georgia and it says there is tax on shipping and handling. What am I missing?
