I sent a package to Spain via eBay Standard International Delivery through the Global Shipping Program. The item was purchased two months ago and sent with 24 hours. It arrived in Europe but was last tracked to a place in Germany almost two weeks ago. The package is now exactly one month past its expected delivery date.
The buyer wants his money back and eBay has put my funds on hold until I refund. But aren't sellers covered by the Global Shipping Program once an item has made it to the U.S. clearinghouse? I can't find anyone to contact about this.

NO, you did not ship through GSP. If you did then you would've shipped to Erlanger Ky and eBay would've closed the case in your favor when they saw GSP was responsible.
You shipped Standard International Delivery which is you shipping to Spain. But eBay is supposed to reimburse you but you need to file a claim. Meanwhile, if you don't have tracking showing delivered you need to refund the buyer and you be the one to wait on reimbursement.

I think it would be more effective to go to ebay help and contact ebay.
They will definitely give you a cure.

Thank you, I did not know the difference. On the listing form, the box was checked for the Global Shipping Program. It is by default for me. I have to turn it off in order to not offer international shipping. When I printed the label, it generated a tracking number automatically and I shipped it to the clearinghouse in Redondo Beach, CA. Sometimes the address is in Kentucky, other times Redondo Beach. I figured they were the same and I don't know why one is chosen over the other.
I found the claim form you linked. Thank you, again.

Lots of cases like this I hear about Ebay's Global Shipping Program. Somthing tells me they are as inefficient as can be, losing items, possibly having people working there stealing nice items for themselves. Very dissapointed with EBAY.

Just as a head’s up…Some of your listings show that you use the global shipping program but quite a few have eBay standard international listed.
