WHY DOSE EBAY NO ADVISE SELLERS, THAT POP CORN STYROFOAM IS ILLEGAL TO USE IN SEVERAL STATES. IN CALIFORNIA THERE A FEE TO DISPOSE OF IT AND YOU CAN NOT JUST PUT IT IN YOUR TRASH CAN. OLD REUSED STYROFOAM CAN ALL SO COLLECT GERMS & BREED AND SPREAD THEM

Stores that 'sell' are now selling 'bio-degradable peanuts'...where are you getting them?

On a windy day it looks like snow and when cars are driving they have no idea what is going on. I am off the main road to the Golden Gate Bridge with 3 lanes one way. A car accident will block a necessary rode which could be awful.
Not all buyers and sellers are very cautious about getting rid of that stuff.
And a garbage truck that has that stuff in it and the door is not closed on the garbage trash door. Can you imagine what cars would do seeing it coming out the back of the garbage truck.

I think there are 11 states with some sort of legislation, or legislation pending, to phase out all foamed polystyrene (aka Styrofoam), the stuff used in both packaging and packing, take-out containers, insulation, egg cartons, meat trays, coolers, crafting items, coffee cups, and on and on.
I don't know how anyone -- eBay or its sellers -- are supposed to keep track of what packing material they should use to ship where. Until there is a universal ban on Styrofoam, those of you in states where it is banned are going to sometimes receive it and have to cope with it. C'est la vie.

I am in California, and there is NO fee to dispose of the styrofoam packing pellets. We were advised by our local waste management company, that it can be placed in your garbage can.
We take ours to a locally owned shipping & packing company and they accept it.

Why should ebay be responsible for informing sellers of every law ?

Do other online venues advise sellers of this? Do they yell it in all CAPS?

I live in one such area where styrofoam is banned, but the ban doesn't apply to packing peanuts, only containers that are used for food or things like fresh meat or fish.

Ebay doesn't know what sellers use as packing material. It's the seller's responsibility to know the regulations about what they ship, how they ship it, & what is used as packing material. Are you sure it isn;t biodegradable popcorn?
Some of the bigger shipping supply companies do advise their customers:
Regardless, it's the seller's responsibility to comply.
Good luck!
