Hi, the listing for an item I recently purchased said shipping would be Canadian $50.48, but I was charged C$63.21. When I sent screenshots of both to the shipper and asked them to refund the $12.73 overcharge, they said, "The shipping is calculated at the time of sale by eBay and sent out via invoice, international fees may be applied bases on delivery address, since this item is shipped from Canada."
This doesn't make sense to me--no "international fees" were listed in the order details and eBay's own reference article at https://www.ebay.com/help/buying/shipping-delivery/shipping-rates-buyers?id=4026 says, "You can find out how much shipping costs in the shipping section of every eBay listing. We always show the shipping cost separately from the item cost so you can see exactly how much you’ll pay for delivery before you go to checkout."
Am I missing something, or would it be reasonable to open a case if the seller won't correct the error?
(Also, just for clarity, it also shouldn't have anything to do with foreign currency exchange rates because both the listed amount and invoice amount are in Canadian dollars.)

This is being shipped from Canada into the United States, right?
You paid for it with U S Dollars, right?
THERE is your international exchange fee.
Also, with only a very limited exceptions, you are also required to pay state sales tax which the Canadian seller could not possibly know. But eBay adds it automatically.

Thanks, but that's why I specified both the listed shipping charge and actual shipping charge were both in Canadian dollars, before the conversion to USD calculated by my credit card. The taxes were listed separately from shipping costs, so wouldn't account for the difference either.

It could be the seller underestimated weight and dimensions? If I was the seller, I would eat the difference, since it was my fault. But I have no idea what actually happened

Are you saying that the listing said xx and when you were invoiced the shipping was higher?
You are sure that you were signed in and searching using your current zip code?
Is it possible to share the item number?

I'm in the US and when I ship internationally it is only through the ebay international shipping. I have no idea what the customer is charged. I only see what I charge (or not if it is free shipping). I once had someone ask if I could reduce the price but since I can't even see what it is, nope.

Exactly, yes, the listing for item #285182101539 said one amount but shipping on the invoice was higher. Definitely signed in and used same zip code during search and check-out. Appreciate you taking a look!

If you were charged C$63.41, that is approx. $50.48 USD.

Then the $63.21 actual shipping charged was also in Canadian dollars--shown at https://www.flickr.com/photos/67692211@N08/52785986785/in/dateposted-public/.
Shouldn't I have been charged what was shown in the listing?

Sorry, there may be a logical reason for the difference but I can't figure it out.
Did you pay as soon as you hit buy it now so that the ebay invoice was used? Or was there some time between purchase and payment in which the buyer could send you an invoice?
