I sold an item, the buyer paid, and now is saying they ordered this item by mistake. I have a no return policy. Can I decline?

Yes. Send a note that says something like, "I'm sorry that you ordered this item by mistake, but unfortunately this is a No Return item. Hopefully you'll be able to find someone else who can use it."
Keep in mind that the buyer can leave you negative feedback. If this concerns you, then one way you can see if this is a real threat is to look at their feedback to see if they are the type of buyer who leaves negative feedback for sellers.

You can decline, but you are inviting retaliation from the buyer. Either negative feedback, a SNAD return, or both will most likely happen. I would suggest cancelling the transaction for the buyer, and moving on. It's never a good idea to force a sale to a buyer who doesn't want your item, no matter what the reason is.

No returns does not equal no refunds. Avoid problems. Instruct buyer to submit a cancellation request. Accept, refund, then block buyer.

You would be foolish to deny the cancellation request. This buyer can make your life miserable by leaving you bad feedback, and by making a SNAD claim after receiving the item, forcing you to either refund their money without getting it back or paying return shipping and then giving a full refund. There are lots of other nasty things they can do too, like harassing you or putting you on email lists for anything and everything.
Cancel the purchase, relist your item and sell it to someone who wants it.

What myboardid wrote is true ... if the buyer wants to cancel an order prior to shipping, ALWAYS cancel.
For some reason, I was assuming that the item had already been delivered to the buyer and that this was a return request. But, as I re-read your original post, it is more likely that this is a request prior to shipping.

If it hasn't been shipped yet, it wouldn't be a return.
You don't have to cancel the order.
But, when buyer gets the item and files an INAD, you would have to pay to have the item shipped back and give a full refund.
If buyer ask to cancel before it's shipped, it's always better to cancel.

Just tell them they need to ship it back to you & when the item is received you'll return the $. Sometimes when the buyer has to actually work to return the item, the problem magically goes away.

If you have a NO RETURNS policy, yes you can decline. I would be inclined to cancel the transaction at the buyer's request if the item has not already been shipped. You can, at your discretion, chose to allow the return even though you have a NO RETURNS policy. That is the advantage of having a NO RETURNS policy, you can choose to accept them on the merits of each individual case.

You COULD decline but it's not in your best interest.
If it's a remorse return, you don't have to refund original shipping at least.
