No returns

I sold an item, the buyer paid, and now is saying they ordered this item by mistake. I have a no return policy. Can I decline?

Item already being shipped changes things. Tell the buyer you are sorry they ordered by mistake. In this case you are willing to take a return if they return the item at their expense, be sure to send you the tracking number when they ship it. It must be received in the same condition.  Explain that you will refund after you receive it less your shipping cost. 
When you receive the item and verify it is in the same condition then refund as stated. 

If they open a SNAD case on you, send the label and explain in the message the same thing. Refund partial (through paypal if not available in ebay).  If they appeal for shipping costs, ebay will automatically give it to them. After that then you can appeal and use their messages to possibly win your appeal.
