Hello All:
With the switch over to the new listing page my shipping charges are only retail cost. An item I am trying to list is showing retail shipping cost for $1.00 more than it should be. I used to have and Ebay discounted rate. Did they discontinue it for small sellers?

All sellers pay the same discounted online rate when they purchase postage through eBay (except TRS pay 3% less for Priority Mail postage).
The shipping calculator in eBay listings can be set to show buyers either the retail rate or the online (eBay) rate. The default is to show retail; apparently the eBay gremlins have switched yours. To switch it back, go to your site preferences, under shipping it's called "Share carrier discounts."

Great! A 5 min break from spring cleaning to try and make a few nickels listing some unneeded item has turned into yet another raining on my soul treasure hunt to find the magic button to undo something randomly undone. So much more complicated than some years ago when arrived wide eyed and in financial crisis at e-comm city w/ Ebay waiting to facilitate selling my wares to paying customers.

So upon checking, the offer shipping discounts option is enabled. Just for chuckles, I tuned it off and turned it back on, went back to the listing, redid the shipping part... and it still only gives the retail price. So will just list it on another site to make things easier if/until someone else in a similar situation gets lucky with a fix and shares the solution.

Kinda much better to give buyers the retail price; since you pay 13% on the shipping cost in final value fees anyway.

I checked the shipping sections of your listings for the Roomba, the fountain, and they ash tray. They are all showing the online rates for Priority Mail, not the retail prices.

The issue is the NEW listing that I was trying to create on the NEW listing page layout. The problem is the new listing page is not allowing the shipping discounts -- even with them enabled in settings. (The option to switch back the old listing page is no longer available, just to add.) And should I have to revise an old listing's shipping, it's a good chance those discount rates will be switched by the new listing page back to retail prices.

The item is a 5 ounce 1st class package that was to be shipped 1st class in a small kraft paper padded envelope 7" x 4", or any other packing material handy at the time of sale to make the weight, dimensions, same safe transport.

So the retail price (for a 5-ounce package) would be $5.10-$5.50 and the online price would be $3.76-$4.15.
The heart pendant and Timex watch that you listed last night are showing the calculated online rate for a First Class package. Perhaps this is just an error in the display on the listing form. eBay is so glitchy.

Yes, the new listing page, for me, is not working & all attempts to "fix" it have not... and in fact it has become a liability since new, not relisted, listings will not be able to get the discount which is all I have to offer a as very small seller of downsized random household items to entice a buyer -- that's if they don't pass after viewing one of the customer poaching promo ads that appear on the listing. There seems so solution to the problem to be had & inconvenient work arounds are not worth the effort since there are other options to list. So here I will just renew as they do relist with correct shipping and list new elsewhere as I've done with the item in question already. Every Ebay improvement, is always a hobbling step backwards for this seller.

IMHO you should try launching a new listing, just to see whether the shipping section in the active listing shows the retail or online price. That's the only way to assess the full impact of this apparent glitch.
If the new listing does indeed show the retail price, one workaround would be to charge a flat price for your First Class packages; for instance, for that 5-ounce package, charge the Zone 8 online price of $4.15 (or maybe a little less, so it averages out).

So because the higher retail shipping rates on the create listing page would not effect selling of this item, I decided to list it with those rates. Checking the listing showed that when posted, the lower discounted prices are the ones displayed and not the higher retail ones. That's good, but does still leave the real shipping cost a mystery until posted unless an extra step of checking discounted rates elsewhere before posting is done.
