I am a buyer. I ordered an item from an ebay seller a couple weeks ago. Seller shipped promptly. It was scanned as delivered on 28 August. But I didn't receive the package. At first I thought it had been left on the truck and would arrive the next day. Or the substitute mail carrier doesn't like to carry packages so often scans them as delivered. They usually arrive the next day.
But it never arrived. The mail carrier said to check the rental office because people sometimes leave misdelivered packages there (this is an apartment). No luck there. I spoke to my local post office on the phone. They told me that the package was scanned somewhere between my address and two addresses up the street (apartment buildings) but couldn't be more specific. I checked around the mailboxes in those buildings and also the hallways. No package. I went to the post office and spoke to the supervisor. I asked for a printout of the delivery scan showing the GPS coordinates. He wouldn't give it to me. He said to file a claim. I don't know if the package is insured, so I asked the seller (no reply yet).
I think ebay will cover this if the package wasn't insured, but not unless I can prove that I didn't receive it. Does anyone have experience with a similar situation? Or are there any USPS employees out there with any advice?

I called Consumer Affairs. I don't think there is any way to directly contact postal inspectors. Maybe if the case is escalated.

You will not be liable because all eBay needs is tracking showing that the package was delivered to the zip code on the label.

1) Try setting 4785 on your humor cap! LOL! Hahahaha
2) Zip code means nothing if you have GPS data that shows the "delivery address" differs from the address on the order. Point is a USPS Carrier who scans packages in his truck, not at the door, puts a seller in jeopardy, because a seller is responsible until the package is delivered. If the buyer can show the GPS data on the delivery scan is not the address on the order, then the seller will fail to prevail in an INR case.

For mail delivery issues, complaints about personnel, or other non-criminal issues, the Postal Inspectors just redirect to Consumer Affairs.

Hmm, I guess I COULD pawn off what I feel to be my responsibilities on to a buyer if I wanted to. But FOR ME that would not be the level of customer service I expect. I do run into a lot of sellers who want to "ship it and forget it "and not be bothered beyond that. That isn't me and it is my choice to provide that level of customer service!
How is that not entirely accurate?

Your responsibilities are already over as there is nothing to remember or forget.
Attempted delivery counts as delivery. Can you imagine the chaos if it didn't?

We were not talking about attempted delivery.
The discussion was about mis-delivery, specifically when the GPS "delivery" tracking has a different address than the one on the order. In that case a sell IS responsible and would not prevail in a INR case even though the item is marked "delivered."

Trinton@ebay while tracking information is the primary source we use for a case decision, we are able to offer protection if there is evidence that an item was not delivered to the correct address. You can open an item not received request through the Resolution Center or by contacting Customer Service directly. Be sure to provide the evidence of misdelivery in your request so your seller can review to provide you with a refund, replacement, or redelivery or so we can refer to this information if we are asked to step in.
Trinton@ebay the seller is responsible for the shipping company they hired to safely deliver their sale. If a seller purchased insurance for the order, they can pursue compensation on their end with the courier, but a seller is a responsible to resolve any issues with the order where the item was lost, misdelivered, or damaged in transit. This expectation is clearly outlined on the site and has always been a seller's responsibility. If there is evidence that the item was not successfully delivered to the buyer, the seller would need to have the item redelivered if possible, replace the purchase, or refund the buyer.
Trinton@ebay I just wanted to add that it is the seller that has the final say on the shipping service, as they are the one who purchases the shipping label. A buyer can select a service and may pay the seller for the cost of shipping, but the buyer is not responsible for the package while it is on it's way from the seller. Insurance would only be protection for the seller, not the buyer.
eBay offers protection to sellers who have proof of delivery - while tracking is generally sufficient in almost every situation, if there is evidence the order was not delivered to the address the buyer provided, then the seller has not successfully delivered the item and would be responsible to provide a resolution to their buyer. We do not offer protection to sellers when an item was not delivered to their buyer.
Trinton@ebay evidence would be documentation on company letterhead with contact information for an employee of that company and a signature.
We are not discussing a situation where a seller is not being protected after successfully fulfilling their responsibility to ensure the item is delivered to the buyer. We are discussing what will happen when a seller's chosen courier misdelivers an item and there is evidence to support this. A seller is required to provide proof of delivery - tracking that is found to be incorrect is not proof of delivery.

I'll be talking to our mail carrier and he'll be grabbing packages and scanning them while he is setting there talking.
And of course that is OK as long as they get where they belong:) (and stay there)
Our mail carriers here are pretty good about getting packages where they go.
Been here 20+ years and had one package showed it was delivered, but it wasn't.
Called the post office and I had my package in 20 minutes.

I'm having an issue... I sold a pair Adidas Yeezy. Item shows as delivered at the door but the buyer claims the box came beat up and only the right shoe is there. I don't know what to do.. Could some one give me advice here?

Tell your buyer ONE TIME to "return for refund" @juanelcolombiano123_123 then stop replying, go completely silent. Do not ask for photos, or your buyer might create those photos for you.
Then, if your buyer starts a return request, click Accept return, and issue a return label.
