So I got my first bad review and it's because the customer complained that the package was OPENED and the box was DAMAGED. Also it took over a month to arrive. Which is weird since all my packages I shut tightly and package inside a lot of stuff to assure it doesn't take damage. After checking the tracking info, I found out once it arrived at the eBay international shipping hub, IT WAS OPENED UP, AND SPLIT INTO 2 PACKAGES. Not only that but one of them is still YET to be delivered to the customer after 7 weeks (he received 1 of the 2). Why did they open up my 1 package of 2 items, and turn it into 2 different packages with 2 different delivery dates?! Made me and my customer upset.
Additional information: I don't offer my own International Shipping, some sales just get sold through eBay's International Shipping.
Package was delivered in France, coming from the USA.

If you used eIS, I would do this...
Go to > https://www.ebay.com/sellerhelp/feedback
Request removal.
Let them know that it is an eIS shipment that was received by eBay with no issues. Inform them that eIS program outlines protection for negative and neutral feedback when using this service.
This feedback is outside of your control, and is unfair because they are unhappy with eBay's international shipping program.

They replied with "Unfortunately we won’t be able to remove this comment because it doesn’t violate any of our feedback policies."

Actually, you didn't get a bad review... you got a Neutral feedback. They are no problem... worry when it's a Negative.

If the buyer did not follow the procedure to combine two items into a single order, they are two orders.
You cannot create a combined EIS shipment/order.
The buyer has paid for two shipments.
This requires EIS to repack the items or at least one of them. This means a higher risk of poor packaging.
Under most situations EIS opens, inspects and reuses your package. How they pack a new shipment is probably affected by the materials they have on hand.
The idea of Ebay creating a new shipment and finding the order associated with it scares the carp out of me. I am not surprised that one of your orders is AWOL.
I have never been able to get Ebay to remove a neutral FB for any reason. I no longer try.
