You aren't speaking to "ebay." We are buyers and sellers with experience and offer advice on how to handle various situations.
At this point, your only option is to file a dispute with your payment source.

You are too late to get a refund.

Should have open an 'item not received' in the 30 days of 'estimated date of arrival'.
Why did you wait so long?

If you paid by credit card, contact your card company.

I was not aware of time delay on the delivery of my item. This is the first time I have every witness something like this. I couldn't keep up with purchases due to car accident while going thru physical
therapy. I wasn't sure if tariff taxes with china had anything to do with me not receiving my merchandise.
I have been a long time customer with eBay and has inform a lot of my associates to buy from eBay plat form. I would like if you to reconsider my order because I am still interested in the jacket and I will not spend $89.00 again. Please consider my offer.
Thank you

I was in a car accident and was going thru physical therapy. And wasn't aware of time restriction.
I didn't get any corresponding information about my purchase I made in June.

You have 30 days after last estimated delivery date to open a case with eBay for a refund.
You can contact your payment method and see if they can help you but eBay is out of the loop now.

Per eBay's Money Back Guarantee for buyers, you had 30 days after the last estimated delivery date to open an item not received case with eBay.
Your only option now is to file a claim with the credit card you used to pay. Many of them give 180 days to do this.
You mention March as the date of your purchase and then you mention June. If the estimated delivery date was in March, you need to act swiftly because you are closing in on that 180 days, IF your card gives that long.
How about taking the time to read the Money Back Guarantee for buyers? It's pretty good. Your situation could have been resolved a long time ago if you had been equipped with the knowledge of how to handle it.

Unless the seller misled you in someway, or you’ve been in constant contact, trying to work on this with him, I would just let it go. Not really cool to bring a charge back for an item that should’ve been delivered several months ago. Heck, for all we know the item was delivered. Maybe you didn’t get it – maybe somebody stole it from your porch, someone in your residence has it, maybe you got it and just don’t remember. I really have no idea.
