Most items are not shipped to my country and I want to use a third party shipping service. What is eBay's policy on such services? I'm afraid of breaking the rules, what is my correct course of action in this situation?

You can use a third party shipping service; you will not be breaking any rules if you purchase something here.
Remember, you will be responsible for any customs fees, import duties, and similar expenses.
And more importantly... you will NOT be covered by Ebay's money back guarantee.

The product I want to buy without delivery to Ukraine. I want to use a service that provides the address of its warehouse in the USA and then forwards the parcel further to Ukraine. Is this legal for the eBay?

If I understand your question correctly, yes, you can do that. Those services are called "freight forwarders" and you have to register your address with them before you purchase.
But keep in mind that the eBay money back guarantee will not apply once the parcel is in the hands of the freight forwarder.

Yes, that is "legal" on eBay. It is allowed by eBay.
As long as the delivery address is in the United States, it is perfectly acceptable for you to provide an address that is not where you actually live.

No, eBay will not block you for using the services of a freight forwarder.
I use another eBay ID for selling and, on that other ID, I have sold to many people in Ukraine, Japan, China, Italy, and also that other country that is close to your nation. I won't name them here in this post but we all know who I mean.
Most of their mailing addresses have been in the state of Delaware, and a few times in the state of Oregon. I have never had any problem resulting from those sales.
In fact, I am always glad to have a sale to a buyer in Ukraine because I realize they probably cannot purchase the item in their country. So I am happy for the buyer and happy that I made the sale.
