I have an item that has sold, it’s a local pick up item only. After the sale the person is asking that I call a person they work with to arrange a pick up date and time. I have messaged this person several times and asked for a date and time and continue to be directed to this other person via phone. I don’t feel comfortable providing my phone number and reaching out to a different person. Am I being unreasonable to ask that this be handled via email and eBay messaging vs telephone? If the person won’t provide a date/time what are my options to relist this item?

The eBay Support team on a Weekly Chat advised Sellers to use the "problem with address" cancellation reason for certain out of the ordinary situations. I agree with @soh.maryl and would cancel using problem with address, add the Buyer to my BBL and move on.

Local pick ups are always kind of iffy. Many do not show up. Then there are safety concerns.
Sounds like you have evidence of the purchaser assigning an "agent" to complete the transaction and all of that is via eBay emails. So you have proof that eBay can see.
You could call the person/agent with out reveling your phone number by going old school and entering *67 before calling. Then your caller ID shows Anonymous or Private with no name or phone number displayed. You could call yourself by your eBay screen name if you wish. Test out the *67 with a friend to make sure it works with your phone and carrier.
Make sure you are meeting somewhere public, like a police station parking lot, a library or somewhere there are people around and/or cameras.
Have a bill of sale printed up that states the name of the person sold to and the name of the person picking up the item as authorized agent for the sold to person. You could add something like " I ________ am a duly sworn and authorized agent for ___________, do accept possession of the widget on _________(date)_______" Snap a picture of the agent's D/L on pick up and have them sign the bill of sale. There can be two copies of the bill of sale one for each. Then you are covered for an INR claim with the signature and proof of Identity.
Anyone balks in the middle of this procedure, then walk away. Being in public or somewhere there is video camera coverage should provide for a safe escape. If one is super paranoid, they could take pics of the car, license plate and person and text those to them self or a friend so there is a record if something goes bad. Or take a friend with you to the meet.
If you have been paid the only option you have is to cancel the sale which could result in a strike against your account. If you have not been paid, then you can file case for payment.
So I can understand concern about things, but there are ways to complete this sale in a safe way.

Neither Ebay nor Paypal offers buyer protection for inr with pick up only items.The only instance would be if the seller refused to allow the buyer to pick up his item.

We've been informed by eBay at some point that "problem with buyer's address" will work in a scenario like this where a buyer expects an item to be shipped and the seller listed as local pickup.

so what would someone do, like in my case where i paid for a rowing machine for local pickup, through paypal and cant get the seller to reply to any messages or provide any info on a pickup time and place. The person is also new and has zero transaction, I should have no better. If i don't hear anything from them will ebay offer me a refund after say 7 days?

If you prepaid using PayPal you can file an Item Not Received claim with Ebay and/or PayPal and be refunded. The seller has to tell you how / where to get the item.

If it's a local sale do you have the seller's address? If so, call the local PD and ask an officer to go with you to the address to pick up your item. Have a printed receipt of your purchase, a photocopy of the listing and anything else that shows the police that the item has been paid for. If the address is bogus or anything happens that doesn't allow you to pick up your item ask the officer to write a report on the situation. This should help with getting a refund on INR. The seller is hoping you're going to continue to wait until your guarantees run out. Don't wait.
