i'm a little confused on the new rules for TRS plus sellers and restocking fees.
i read in the fine print somewhere on the new rules that restocking fees were not going to be allowed anymore but then read further on about how the restocking fees selection drop down menu was being redesigned.
will TRS plus sellers be able to maintain this status if they charge a restocking fee?
i offer free shipping on a lot of my items and it helps to cover lost shipping costs. i've cut way down on buyers wanted to return something because they didn't read the listing by having a restocking fee.

No one will be allowed to have restocking fees. They are going away completely.

Yes, but I wonder if the OP is referring to the new, improved system for sellers that offer "free returns" but can impose a fee of up to 50% if they claim the item came back used or missing parts. Is there a FAQ on that?

You read that sellers can now charge a Fifty percent fee if item is returned with missing parts!!! But--how can a selller PROVE THAT? Up until now, Ebay believes the Buyer--not the seller at least 90% of the time....Whenever there is a Snad disagreement..

Read the spring 2018 update. Sellers that offer FREE shipping and FREE returns can choose to issue a partial refund if the item is not returned in the same condition. If the seller issues a partial, the buyer can still ask ebay to step in so they can get the other half of their money back.
And its never been a matter of ebay believing the buyer on an SNAD. Its not always possible to determine who is telling the truth so they just have the buyer return the item for a refund, that way the buyer gets their money back and the seller gets the item back.

Could be but the use of the word "restocking fee" throws me off. I don't think there is a FAQ for that, the FAQ on the streamlined returns section says nothing about the partial refund policy.

Restocking fees and partial refunds are indeed separate policies. The FAQ on the Simplified Returns page says this:

It will be interesting to see if sellers start receiving more Paypal claims or chargebacks with all this "protection" eBay is going to give sellers who offer free returns.

Re: New ebay partial refund condition policy
Effectively a unhappy buyer would engage in what would be a appeals process.
When disputed facts exist, will seller or buyer have the burden of proof ?

What types of evidence will be deemed acceptable and the weight assigned ?
What are the standards to be met in order for either party to secure a favorable determination ?
