Multiple items that are incorrect in 2 different packages from same seller in China. Seller wants to "reissue" but at this point I just want a refund for both transactions. I cannot open a dispute because it says the packages haven't been delivered. Is there a link I am missing? Another option?

Did you accept a replacement?
If not, and it's past the last delivery date, go to the Resolution Center and pick I received an item that does not match the seller's description. Follow the directions to get a refund.
The seller will have three days to respond to the case. If they don't, ask eBay to step in. Do not let the case time out. If the seller wants the item returned they will have to pay the return shipping.
There is a link to the Resolution Center on the bottom of every page on eBay.

I think this buyer's problem, according to his/her original post, is that the tracking didn't update to "delivered." S/he can't open a "not as described" case, because the system doesn't recognize that s/he even received it.
That's how I read it, anyway . . .

Under more actions don't you have "return this item"?
I just clicked on an item I just bought that is in transit and I have this option.

Estimated delivery day is June 7th. I initially agreed to the replacement and the next day the 2nd package came with the wrong bead at that point I asked for a refund. Because too many mistakes were being made and I didn't want to wait for replacements that were wrong as well.
Correct. The shipping information hasn't been updated yet. I have received both packages a week ago but it hasn't updated. I will read about the return an item. I have never had to return an item so I will read it and go from there.
Most the beads I get from Michaels and Hobby Lobby etc are from China...just cutting out the middle man 😉
