Mu buyers mailbox was full, so USPS is returning her order. She still wants it and has asked to re-pay for shipping. I no longer have Paypal to send her an invoice. How do I proceed? Is it easier to just refund and start over?

Yes you need to refund her and claim "there is an address issue" on the buyers end. Then relist the item with the additional shipping cost you had to refund her. Then have the buyer pay for the item again. Tell the buyer to make sure she clears her mailbox.

Rather than refund the buyer, now that you've already lost the original shipping cost, then lose the sale entirely if she does not come back to buy again at the higher inflated shipping cost to include the reshipping
You still have the buyer's payment in hand @geminspector so get the additional reshipping cost by giving your buyer your email address or phone number -- eBay allows you to exchange contact information after the original Checkout was completed -- to send that amount via PayPal.
Then if she never does, just refund the original payment less original shipping and your fees, and move on.

This is my standard advice for RTS (returned to sender) packages. Take the parts that are relevant to your situation.
You have a few options. You should decide which route you'll be taking and communicate with the buyer, but wait until the item is returned (and delivered) to you before you take any of the following actions.

Curious your thoughts on RTS with UPS.
When you say original shipping do you include both ways ?
If the shipping was $15. The total with RTS is ~$30.
USPS has similar issues with services like Media Mail, Parcel Select that would have postage due.

The only USPS service that charges return ship on a RTS package is Media Mail.
Priority and Ground Adv do not charge for RTS postage.
Parcel Select has not existed for 15 months.
UPS and FedEx are different - I believe seller has to pay RTS postage on every package and yes, I would deduct that from any refund to the buyer.

Sorry How does RTS work with Ground Saver?
I know UPS sends it back if it never gets to the USPS.
What about after transfer to the USPS and its now classified Parcel Select ?
Parcel Select is still a service used by services using USPS for last mile.
So the USPS gives it back to the UPS?

Sorry it's not really an issue I've ran into.
But i felt it was the USPS that RTS under Parcel Select with postage due.
That is if the UPS successfully transfered it.

No PayPal? Have her send you a USPS Postal Money Order. You can cash it at the P.O. when you reship her package.
