I bought a watch on Friday from a seller based in Los Angeles, over the weekend the item was not shipped. On Monday morning it showed shipped and then couple of hours later it showed as delivered. As I am a USPS informed delivery member, this shipment never showed up in my queue of mail/packages scheduled for delivery. Once I came home I could not find the package in the mail room, nor it was left with the building manager who stated that USPS did not deliver any mail in the morning.
Interestingly, after the package was marked delivered, I received a text message with an eBay recovery code, and a message to my WhatsApp from"eBay" stating that my account was temporarily suspended, to enter the code received via text message. A few minutes later the same messages came to my phone. I dod not respond to the message and contacted eBay. After blocking and reporting the messages, I received a call from UK, and an hour later another call came from UK from a different number. Also, when clicking on the seller link, the LA based seller is now UK based seller.
I contacted USPS to report missing package, and received a call from my local post office stating that the tracking number provided was for a different address and different recipient, to contact eBay for a correct tracking number. I opened the case with eBay, by contacting the seller, and was advised to wait for three days before eBay gets involved. The seller never responded.
I assume that this is a very well organized scam, where scammers have access to USPS tracking numbers, and then try to hijack the account to prevent reporting to eBay.

You need the statement from the USPS stating that the package was sent to a different address.
Unfortunately you ran into a scam seller so this may be a process but you have some protections to get your money back.
It's not as complicated as you think all they have to do is buy a tracking label to an address with your zip code for like 4 dollars. Tracking only reports the zip code so eBay would expect it went to you.
First go through the eBay process. You need to contact eBay on facebook.com/ebayforbusiness and you need to provide them with the evidence from the USPS that you have been scammed with fake tracking.

After going though all proper channels, obtaining the proof of delivery to a different address and police report, the scammers have updated tracking number with another fake one. eBay customer service is nit being very helpful as they are now saying only one tracking number is showing (the updated one)and that I have to request another proof of delivery from USPS. This can go in circles forever now. Insane!

Did you contact the facebook support?
I'd be very surprised if that was the answer they gave you.
I would try again with the Facebook team.

Thanks for the info about the Facebook team, they have resolved the issue, received refund today. The regular CS is completely useless.
