I have an item that is 2 weeks slow and still "in transit". ebay refunded the payment to the buyer.
Should it actually get delivered can I get the payment back from eBay?

When I can see from USPS tracking that a super-delayed item (for which a buyer has already received a replacement or refund) is about to reach a buyer I often contact the buyer and say "thanks for your patience on the recent whatchamacallit purchase. The refund to offset the delay should have been processed on June XX (or whatever). When the parcel arrives, if you could be sure to leave it unopened and write "REFUSED - RETURN TO SENDER" on it , that would be greatly appreciated. You can then put it back in the USPS mail stream by giving it to your carrier, taking it to a post office, or dropping it in a blue post box. As long as it remains unopened there is no charge for it to travel back to me. Thank you so much again. P.S. If you would like to keep the item rather than refuse/return it, I can send you an invoice for the purchase price less a 10% courtesy discount. Just let me know if you'd like to go that route."
9 out of 10 buyers either return it or ask me to send them an invoice for the original purchase price less the 10% discount I offer.
Good luck with your situation. I think Covid log jams and delays have garnered quite a few buyers quite a few free items:/.

I recently had a Not Received case filed for an item that I drop shipped 3-16-20 for a buyer who sold it on Amazon. The item was going to a school that closed 3-13-20. Recently, they rec'd their backlog of mail and my package among them, but the carrier failed to scan it, so the buyer is trying to bully me into refunding his money, I have verified with the re·cip·i·ent that he did in fact receive the package, a fact that neither the buyer and EBAY seem to care about. Good luck with getting any where with EBAY. They are using the virus as a way not to deal with it's customers.

Did EBAY take money from you or did they pay under their guarantee ?

It is possible to have USPS intercept and return the package to you for a fee, usually about $15. Might be worth it for a high priced item only.

They took it from me (Paypal).

If I were you:
- If it is an expensive item, file package intercept.
- If you purchased insurance, file an insurance claim for lost item.
- Keep checking the tracking number, if it later delivers, contact eBay via phone to request an appeal for the item not received case. Not sure if this will work, but it's worth a shot. If they do open an appeal and the decision is reversed, I would refund the buyer some % for the inconvenience.
- If none of the above works, send the email listed by another poster above.
