Issue a return

My buyer has contacted me and asked for a refund.  She says that the bag isn't the same size as described.  It clearly states in the listing that I don't offer returns.  So what should I do?

Your terms in the listing are trumped by ebay's Money Back Guarantee. So you should accept the return and, once the item is back in your hands, issue the refund.

You may have been a victum of eBay's "Item specifics" (information gathered from the UPC number). Two of your three most recent sales have sizes clearly listed (the third is said to be "credit card" sized which I think is clear and most would not return that anyway). So I'm going to assume it's the "COACH PEYTON SIGNATURE CORA DOMED SATCHEL HANDBAG BROWN/TAN". Unfortunately, when you use "Item specifics" it can and often does burn you. I have a disclaimer when I use "Item specifics"  (not that it protects you, it just makes the buyer ask more questions). I would ask a leading question to the buyer about what is wrong about the size vs what I said (which was nothing) and see what they say. Most likely your going to have to take it back AND pay return shipping AND you may not even get the same bag back. Good Luck
