I have a buyer who ordered an item on sept. 1st . I shipped it same day and usps tried to deliver sept. 5th, but then tracking says Undeliverable as Addressed. on sept 8th a retern to send was opened and I recived the package back spet 11th, and contacted ebay right away and they told me to contact the buyer and offer to reship if they fix the address and I can recharge them shipping fees even though i provided free shipping initially. if they dont want the item anymore I can charge them the restocking fee that is specfied in my listing. and so I sen the buyer an email with his options, just today the 16th, he repies saying he dones want it , just send the funds. now my question is how do I do this with out getting some sort of ding form ebay and charge him the restocking fee?

If you want to charge a restocking fee, then issue a paypal refund minus the restocking fee.
