Is this buyer a possible scammer?

Hi I sold a bitcoin miner s9 for a guy in USA which he paid for and now asking for refund and raised SNAD case on me. He seems super suspicious to me. What I undertand from looking through his profile is he is a good buyer but there is one recent feed back just days ago stated that someone got a refund from him due to the delivery of bitcoin miner too slow. So what I figured from this comment is that he was trying to buy the miner from me and sell it for someone else for higher price. That is not uncommon. But why would he asked for a refund? If he was trying to do that in his shoes I would keep the S9 and trying to sell it for someone else right? as I will loss money for custom already, no? and what happen to me if he send back a damage S9 or opened S9? as his reason for return was that I stated 13.5TH/s instead of 14TH/s which I mentioned it to him in a message and he agreed to purchase which I should not sold for him I know ( I didn't know that due to first time selling).  What do I do? Is he a scammer? I sent him postage fees through paypal

No he’s not a scammer. A reseller maybe.

He is definitely a scammer. I sent him money for postage fee through paypal. Now he cancel the case on ebay and open a case on paypal. He is pretty much want to keep the brand new S9 and he is trying to get his money back at the same time. Now I have to deal with paypal resolution centre case and have to call back to cancel the money I send him for postage fee. I have been on phone to ebay and paypal both for so many days now just to solve this nut case. Tell me he is not a scammer?
