A buyer overpaid for shipping and I wanted to refund the difference. I don't see an option for it anywhere. Have I overlooked it or is it not possible?

Go to your list of sold items. On the left of the sale is the typical "print label" button. BUT there is also a drop down menu. Click on that and select "issue refund" (NOT cancel sale). That will bring up a page where you can do a partial refund.

That drop down menu gives you a nice list of choice. I use the refund postage line all the time. You can even type a note to the buyer and tell him what it's for.

I just realized that I replied to a person, not to the thread. Forgive me, I'm new to this! Here is what I posted:

Did you go to
Seller Hub > Orders > PAID & SHIPPED
Click the down-arrow for the item. What choices do you have?

First off, are you in the Classic or New Selling Overview? Second, what is Seller "Hub"? is that My eBay > Selling?
Third, NOWHERE either in Classic or New do I see "Orders." UGH!

If you are in Managed Payments, you need to be using Seller Hub ... it is the only view that shows you your Payments information:

Thank you for the link! Ok, so I'm now in Seller Hub. I clicked on Orders > Paid and Shipped, and found the item I want to issue a refund for. I clicked on the dropdown box on the right next to "Leave Feedback" and these are my options:
Print Shipping Label
Print Shipping Labels or Invoices
Mark Not Shipped
Cancel Order
Add/Edit Note
Relist
Second Chance Offer
Sell Similar
Contact Buyer
Report Buyer
View Order Details
Archive
As you can see, no way to issue a partial refund. Now any thoughts?

I know that you are on a Mac and there can be differences between Browsers ... do you have an alternate browser installed (other than Safari?)
When I look at my Paid & Shipped in Chrome on Windows 10, this is the dropdown that I see on the left.

You can also access the menu by opening the Order Details (click on the order number on the Paid & Shipped list)
On the top right, there is a dropdown:

I was using Chrome browser Version 87.0.4280.141 (Official Build) (x86_64). I tried it just now on Safari but got the same results.

Once you've accessed the refund screen is there a way to specifically deduct shipping? I see 2 refund fields; one for each specific item sold and one for an order-level refund. When the order-level refund field is used it distributes the total refund amount across all items in the order. Is there not a way to just apply the refund or discount directly to shipping charge?

I don't have any option to "issue refund". Below is a screenshot of my options. I used to issue refunds all the time through paypal when somebody didn't use the cart to purchase multiple items and get the automatic shipping discount. Now, with the managed payments system, I don't see any option where I can do this on eBay. Any help would be appreciated. Thanks!

If you are in Managed Payments, you MUST use Seller Hub
If the order is Awaiting Shipment:
