Hi Everyone,
I made a major mistake. I agreed to a partial refund, $35 off a $227.50 final auction. The buyer claims it had a slight scuff. Through messages we agreed on a $35 refund.
I have never done a refund.
I posted asking for help or advise here and before I answered the buyer agreeing to the reduction by $35 he had filed a full refund request. In a matter of a few hours he asked for a full refund through the eBay system.
Basically there were 2 refunds open/pending for the same product.
I am not sure how this happened but the buyer got the $192.50 and I the seller was left with $35.
Once eBay took their percentage, then the shipping.... this cost me $46 to give him the product.
I reached out to eBay customer service, was hung up on 4 times then did the live chat, and they said:
"I understand that there was a mistake on the issued partial refund for the transaction. Please allow me to assists you on how you can get the rest of your funds.
After a careful review, it does show that when the partial refund was offered, the amount was not change, reason why the buyer was refunded with the amount. No worries, it doesn't end up here, we will help you send the communication to your buyer so please continue communicate with them via eBay.
Since partial refund was accepted and we can no longer step in to reopen the claim, please send them an invoice via paypal so buyer could repay you exist of the amount which was refunded. I strongly believe that buyer would easily agree to this option since they were also aware of how much the partial refund you initially offered via messages.

I reached out again and asked how to do this, and got this response:
"I understand and I'm sorry that the transaction did not go smoothly as it should be. We appreciate you in exerting your time and effort in bringing this matter to our attention. My name is Jericho and let me start off by assuring you that this is my area of expertise and that I will take responsibility by having this concern resolved.
As soon as I received your email I immediately checked on the details. Upon checking here, you offered a partial refund that was accepted by the buyer. Because the refund was already processed, it closed the case without any further action to be taken. With this, I highly recommend for you to communicate with the buyer and send them a manual invoice for them to pay the right amount.
I hope I was able to help you out with this matter. Stay safe! You and your Family.

The buyer is not responding to any messages and I have no clue how I am to send another invoice through paypal. Any wisdom to share?

If they won't respond to messages, there's not much you can do.
Even if you did send them an invoice, they don't have to pay it.

Did you enter the amount you wanted to refund? It always used to come up with the full amount already entered and you have to remove that and put in the correct amount.
Once send, no way to recover it unless the buyer repays.
