International packages being returned for "Incomplete Customs"..WHAT???

I have sold internationally through eBay for the 5 yrs I've been on here. All the international USPS shipping labels are the same process: Item, quantity, weight, value. And then you print it and sign it. No, I do NOT use eBay's "Global Shipping". When I did, I noticed I was owing eBay money each month. I'd rather just select regular shipping and be done with it from what the buyer paid. (Just to get replies with that answer out of the way).

 

The ONLY country that requires you use eBay's Global shipping facility is Australia as far as I know. The rest can be selected when you go to print the labels.

 

So, this past month I got 3 packages returned to me. One from Germany, one from the U.K. and one from Canada. All of them had a sticker from the Post Office claiming "Incomplete Customs Information". 

The first package that came back to me was the one heading to the U.K.  So I took it to the local post office and showed it to the postal worker at the counter. She said the Customs info looked fine. Everything they needed to know was right there, printed on the shipping label which I printed from eBay as I have ALWAYS DONE.

She took it and said they'll try it again.  Well, a few days later, it was back in my mailbox. Along with the 2 others with the same sticker info. Now I have to refund these buyers because there's no point in playing back-and-forth with the post office.

 

Does anyone know what happened with the postal service lately? Since when are they NOT accepting the eBay international United States Postal Service label with the Customs form right there on the left hand side of the label? 

At this point, I may just stop selling internationally altogether. It's not worth the hassle.

What`s inside? 

There are strict rules/rejections if a perfume or nail polish is inside. It used to be only ebay international service, which rejected those packages, but now USPS checks and reject those (even to the UK, which used to be ok). 

Also, some media materials can be rejected by Customs due to copyright.
