We have been using the international shipping without much incident this year. However, we recently noticed that some of our listings aren't available for international shipping, despite having the exact same shipping policy as functioning listings. About 34 of our 159 listings have this issue.
I understand that some of our larger items wouldn't be eligible, but many of the affected listings are under 48" long and under 44 pounds. There have been cases where we have two listings with nearly identical dimensions/weights, but one is eligible and one is not:
160486460090 - International shipping not available (9 pounds, 24x5x5)
161834901899 - International shipping available (8 pounds, 24x5x5)
The affected listing shows only the United States as an option for shipping, even though it uses the exact same shipping policy that the functioning listing does
We spoke with someone at eBay regarding this and he couldn't determine what might be causing this. He said that our categories shouldn't be the issue, either. Once again, many of our listings share the same categories, some are affected by this issue, some are not.
I've read up on other users having similar issues, is this just another case of a glitch that we can't do much about? Or has anyone found a workaround or have some tips for this issue?

Since EIS handles and coughs up all 'refunds'; they can 'pick n choose' what items they will list. Depends on previous sales by a seller; previous returns for a particular item...not to mention the 'other-certain categories' that they cannot 'ship' to other places as well as size.
So, with EIS; you get what you get. If you want to advertise/ship to more you'll have to bow out of EIS and ship yourself.
