It turns out that the buyer is in the same city as me and I'd rather deliver it personally given the weight and cost. That way I eliminate all the variables about it being lost, stolen, or having someone claim they didn't receive what they ordered.
But there's no option I can see to fix the shipping method now and I don't want to use hacks to get around it. What's the proper/appropriate solution by eBay rules?

Yes.
Your listing must offer it and the buyer must select it in order to properly generate the QR code.
I would suggest canceling and having the buyer re-purchase it. Local pickup should be cash only.

Contact the buyer and ask if they would like free local delivery. Let them know that payment would have to be in cash.

In your payment options, select Pay on pickup and any other payment methods you'd like to accept. You need to offer buyers at least one of the approved electronic payment methods, and you cannot discourage buyers from using any payment method you specified in the listing.

The sales tax and shipping savings might appeal to the buyer.

Just noting that at least one electronic payment method besides cash must be offered for local pickup. I agree cancelling and relisting for local pickup is most likely the best "eBay Option". Local pickup would offer shipping savings - not tax savings.
If you are suggesting the deal be closed outside of eBay for Tax (and shipping) savings, the seller will risk permanent eBay selling restrictions. eBay just needs to suspect the seller is dealing outside of eBay.
I realize that some states tax shipping and local pickup would reduce that portion of the tax (which might be what you meant).

No, I mean that when the buyer picks up the item and gives you cash, you don't collect sales tax because you're not a marketplace facilitator.

My problem with your post is that you have decided that you would rather deliver it. Not that your buyer wants that. As for no problem with they did not get what they purchased or did not get the item unless you had it set up for local pickup to generate a QR code to prove delivery you would be so out of luck.
Ebay rules. You would have to start over and offer local pickup. And probably take a hit for an out of stock cancellation. If the buyer paid the shipping, ship it. If you had free shipping, ship it.

Yes, eBay requires sellers to offer at least one form of electronic payment for local pickup sales. But they also allow you to put in big red letters, CASH ON PICKUP ONLY and enforce it by cancelling the sale if paid electronically. Buyers prefer it anyways because they can see/hold/feel/try/test their purchase before paying. As long as the seller marks it "paid" afterwards, so eBay gets their piece of the pie on the sale, they don't care. Done this many, many times with zero problems.... and never once had a buyer pay electronically and turn around to claim INR either.

Best thing would have been to ship, and offer the buyer his shipping fee (if there is one) back in cash. If the seller doesn't ship, he loses all protection, as eBay will read that as not delivered.

You won't need any protection from eBay if the buyer pays for the item in cash.
