Ever since eBay has this new policy that they started to get the money from the sale and not PayPal, It really screwed up in my banking and shipping. I have a customer who made multiple purchases, and each one had multiple items. All packages apparently went to some hub that they then reship to the customer's actual address. I really confused not knowing if they open the package and repack it or just put the package into another bag and ship them out.
So far, my customer only received one package, and in that package supposed to have 4 items. But the customer said only one item, a pear shape tanzanite in the package. How should I contact eBay or wherever the place it received packages before they go on to the address? There will be 3 or 4 more packages she supposed to receive any day, what if I have the same problem with the others? Please help.

Thank you so much for your explanation. I never have problems before until eBay start getting money directly from the customers and then send me the difference (which I don't feel comfortable giving them my banking account). Then from that date, I ship international, they automatically shown the special address instead of the customer's address. I would like to see if eBay let me ship out through USPS outside of eBay shipping and if they allow me to do that, this hopefully will take care of all the headaches.
I'd like to thank all of you who so generous of your time and I am sorry to all of you that I didn't answer sooner. I was having an exacerbation of fibromyalgia and in bed most of the time and since my husband passed away the past February 17 (due to cancer which we both fought very hard for 2 and half a year), I have no one help checking my email. I ended up having to catch up.

I'm sorry this is happening more & more with reshippers..
You are supposed to be covered according to what the policy says BUT it's been posted that you now need to additionally "prove" the package was reshipped. Don't ask me why- the policy seems clear but I guess it's about as clear as mud..
I will post the policy, for both INR and INAD- but if you can get your buyer to admit it was reshipped in a message, that should help you if a claim gets made..

I need clarification to properly answer:
Did you send all items in one package?
Or did you send each item with its multiple parts into separate packages?
How many items did your buyer pay for?

It's 4 gemstones they shipped all in the same package according to the OP's original post.

Wanted to update you with some info we received from an eBay employee:
Under the MBG for reshipped orders I posted above, if your buyer files a case for INR or INAD you can respond to the case with the tracking to the reshipper and a message from the reshipper that they indeed forwarded. It does NOT need to come from the buyer.
That said, the employee also said; do NOT accept the return or eBay will consider this case closed and you void your seller protection.
If the case is initially decided against you- appeal to get human eyes on it. You will be able to upload your tracking & any message from byer or reshipping verifying it was forwarded.

Selling and shipping items, especially multiple items, internationally thru a US freight forwarder "middleman" potentially opens up a whole can of worms like you described, and can tie things up when the end destination has a problem with what is or is not received or an INAD claim.
Translation: Confusion, with a higher risk of it not turning out well for the seller unless the seller knows how to deftly move thru the maze of procedures and pitfalls. It could take a lot of time and energy, still with no guarantee that you will come out ahead.
That's why on every US sale I make with a US shipping address, in which I specify either limited or no international sales, I click on the buyer's feedback number to see if they are actually in the US. If they are international, I prefer to keep things simple and avoid freight forwarder hassles, in addition to avoiding an extra Ebay monetary conversion fee. So I will cancel the order by using "problem with buyer's shipping address" (to not receive a metrics demerit) and refund their money. I will usually send a polite message to the buyer explaining that I do not ship to their destination, but thanks for the interest in my items... etc.
I DO ship internationally to Western Europe, Canada, Australia, the UK, Japan, Israel and ROK. The rest of the world I don't for various reasons, mainly mail theft and the current explosion in buyer fraud. My legitimate US sales more than make up for those countries I don't ship to.
That's the way I roll with freight forwarding issues. Many other sellers may feel different and willing to take the risk. I really like sleeping at night, so I don't risk it.
Good luck in finding your way thru the maze you've been plopped into the center of. And let's hope the freight forwarder can provide you with the proof that all items were reshipped, as that proof is going to have to be acceptable to Ebay for a positive resolution to the problem. And good luck finding a real live Ebay CS Rep who will actually be able to help you.

She had received two other packages, each one of them are 4 to 5 pieces and they are fine. She still has one more package to arrive (I shipped them out at the same time). She has bought more from me the last few days. She's from Isreal and I believed her as she didn't have any problem with the other packages.

I used to send packages to Vietnam to my families, and the shipping cost a lot so I paid for a connection in another state where I sent packages there, then they are taken things out of the package and repackage them then ship them out. It saved me about 25%. Not much but it really helped.
One package I ship to her with an additional stone as she bought 6 pieces of gemstones, but the custom only allows 5 items, so I just put extras stone that was part of her purchased, I wrote the message on her packing slip to explain to her why it doesn't show the number 6 item.
Not long after that, eBay automatically sent her an email stated I canceled the sale of that stone and that I refunded her the money (which means eBay did the refund), which cost me $70.00. These packages through eBay are so hard and confusing I was wondering if I could just deal with USPS outside of eBay, otherwise, I will stand to lose more gemstones or customers or both.

Read thru these links for how to proceed. Since you used eBay standard international delivery you have a max claim of $100 plus shipping (but one item arrived so I would think shipping is out).
