If you are the buyer:
Once an item is paid for, the seller cannot change the shipping address. You will have to ask the seller if it's still possible to cancel the order so you can repurchase with your correct shipping address. If it's too late for the seller to cancel then you may want to work with the current resident of the address entered at checkout so you can retrieve the package from them or see if that local PO can hold the package for you to pickup instead of returning to sender.

If you are the seller:
You'll need to be more specific. Are you trying to change your return address or the buyer's address? More info is needed to give you accurate advice @jeffhoren .

Go to your account settings click addresses to change registration address and shipping addresses. Address settings
If you already made the purchase and paid, it is too late to change your address. Sellers can't change the shipping address either.
You would need to contact the seller to cancel the transaction so you can rebuy with correct address.
If you recently moved you should have submitted a address change with the post office. If you didn't I suggest you do so, also you can place a hold on your mail to have your eBay packages held for you to pick up.

Indeed. Can take a couple weeks before it goes into effect so might not help with a recent purchase, but should be done nonetheless. It may take effect within 3 business days.
