You need to open an Item Not as Described case with eBay.
Use the "Doesn't match description or photos" And don't let the seller talk you into canceling it. There is a "Missing parts and pieces" option, but in this case, if the item sold showed it had all the parts in the listing, and you didn't get all the parts, then it didn't match the photos. If you can, share the item number?
That will force the seller to either return the item, or eBay can step in after a few days and force a refund for you.

Unfortunately, it appears that you opened the wrong kind of case. You opened an item not received case.
eBay looked at the transaction and saw that there was tracking proving delivery. The case should have been an "item not as described" case.
So now you will either need to open a case with Paypal if that's how you paid, or do a chargeback on your credit card. Most of them give more than 100 days to do so.
Then, go back and read the MBG. We all hope this won't happen to you again, but, if it should, you owe it to yourself to be prepared by knowing the right thing to do.

I read that as they had opened a case with the shipper, not eBay. But yeah, if they had already opened a case with eBay then they will have to use their purchase method.

I also read it as if they had opened a case with the shipper, not ebay.
Even if it was ebay they should be able to open a return now.

Unless something recently changed, buyer's can open an inr and then a return request.

I think you are correct. My error. Sorry.
