I think I have found a way to print First-Class International labels!
It's really simple - you just buy the label like normal, then it should take you to the page where you checkmark the box and say that you read their restrictions, then above that, change the type of item you are sending to 'documents.' It lets you purchase the label, then cross out documents, and change it back to 'Merchandice.'
It did let me buy a label that way on eBay.

Some people are probably going to tell you not to do that because it doesn't match the barcode data, but until eBay gets off their butt and fixes this I'm doing it and I bet the packages will arrive just fine.

There won't be a fix. It is a USPS change.
