I purchased a item during July 28th, 2017 and the estimated delivery date was August 2nd to August 5th. I contacted the seller numerous times, and they have never responded. This has never happened to me before when I purchase items on eBay. 😞 eBay told me to wait until August 11th, and if it passes that date they will intervene. I have been wondering what does eBay do when they intervene? Do I recieve a refund or do they contact the seller?
If anyone could elucidate, I would be much obliged.

If the last estimated delivery date was 8/5, you can open an INR case now. Follow instructions of the case, and respond to it if/when eBay tells you to.
You will eventually get your refund.
