I bought a shipping label, but forgot to add insurance, can I add that somehow before shipping?
I saw that I can buy another label. In that case, will ebay use the new label to track the order if there are issues?

Just cancel that label and repurchase a new one with insurance. Yes both tracking numbers will show up in the Tracking Info portion for the item.

Or keep the label and add insurance at the counter if it's USPS and you're dropping off the package in person.
I don't like canceling labels if I don't have to. Potentially confusing for the buyer.

I would NOT do what @loose_goose_garage says... it would be confusing for the buyer... (no offense to you, goose)
Do what @lux.ra_14 suggestes and add it on at your local USPS office. I think it is an easy add on and you keep your original tracking

FYI USPS insurance is very near worthless,
In the case of a lost package it possibly could help but what happens many times is sometime well after you were forced to refund it will show up to the buyer.
Damaged in shipping claims are denied more times than not.
I quit wasting money on insurance many years ago

Just message them and tell them the situation. It's easy to tell which package is moving and which one isn't, it doesn't take a rocket scientist.

Insurance is good for something lost in shipping.
Insurance for damage : usually it's 'it wasn't packed good enough' a respond from USPS.
Priority depending on the size comes with $100. insurance USPS.

I like using pirateship when it comes to insurance because they handle everything, the entire claim process, in a seamless manner. They recently switched to insureshield, which I've not used.

Update - Post office will not modify a pre printed label.
bought another one with the insurance. I now have two labels. I will contact the buyer as to which one will have the order.
However, I assume ebay uses successful delivery via tracking to confirm an order was delivered. Now only one will be completed. Is there an issue?

Did you cancel the label that was not used? Just want to make sure you don't lose that shipping cost.

Thanks all for your help. Learning experience on my part. I thought I would detail the steps for anyone with the same issue.
1. Once printed (usps advantage), the post office will not modify an existing label.
2. (new to me) there is a link to "shipping labels" on the page that comes up when you click on "see all orders" on the menu on the left. Click. Then next to the order, a pull down to cancel the shipping label. They indicate that you will get refunded after some period of time.
3. Buy the new label with the right options.
4. Connect with the buyer noting the label that will be used to ship.
