How to set free returns for domestic, but buyer paid for international

I am trying to get everything setup for free domestic returns to retain the TRS discount starting tomorrow, but I can't figure out how to setup buyer paid returns for international sales.  Has anyone figured out this mess yet?

My listings that I had set up with free domestic returns seem to have defaulted to free domestic and 'buyer paid' international returns.  Website seems pretty wonky right now so I am guessing the software minions are hard at work.   

The option has popped up under business policies however.  If the default is not offering free returns internationally guessing that feature won't be used much unless you are generous (or crazy) enough to offer free int'l returns.

The last I read on this by the end of the day today the options should be changed for all sellers.  You might not have updated yet.  When you do get the update you will see an extra check box for international free returns it should be available when you put up a new item to sell or edit an existing one;

Starting late May 2018, sellers will have the flexibility to set separate return policies for their international transactions by updating their return options when they create or update a listing. For example, sellers can choose to offer free returns domestically, and in the same listing, offer paid returns to international buyers.

It is June 11th and I do not have the option to have different return policies for domestic and international.

Any word on this? I have been looking everywhere to find why I don't see the checkbox options style page.

You can edit your return policies in bulk edit.
