Every time someone issues me a partial refund for shipping overage as a buyer, I don’t have the track package option anymore. Same as a seller when I’ve given partial shipping overage refunds to my buyers; there is no track shipping option. Assuming this is another new change? I’d like very much to be able to track my packages and so would my customers. Thank you.

Do you mean you can't see the tracking #? On the selling side.....I checked 2 that I did some partial refunds for about a month or so ago and the tracking # is still showing on the paid and shipped page in Seller Hub......

Well assuming you have the tracking number from when the sale/purchase was originally made, you can go to www.usps.com and enter it there. Click on "Quick Tools" near the top left part of the page. In fact, I have found that many times USPS has information that eBay does not.
If by chance it went UPS or FedEx you can also access their sites and track it there also.
