On Nov 17, 2024, I purchased an ebay shipping label using ebay list of shipping services. I correctly entered the parcel dimensions 30" by 7" by 7" and its weight of 31 oz.
Based on the ebay calculator for the weight, size, and service, I paid $7.15.
This price was advertised on ebay as a discount rate from UPS.
My inexpensive parcel was delivered.
Today I received an update on my ebay shipping label.
ebay message is saying that the UPS charged me an additional $20.70.
(this is a huge "adjustment" for my inexpensive item)
The message from the adjustment link says:
Weight on label: 31.00 OZ (1.94 lb)
Billable weight: 2.00 LB
Since this adjustment looks like an UPS error, - how do I get my $20.70 back?
Should I call UPS? Will they consider my request?
Should I file an appeal via a UPS site? Which one?
Should I contact ebay customer service?
Should I file a complaint with BBB?

It's very likely @nice.old.man the cost adjustment was for nonstandard packaging, not for weight/dimensions.
There are many surcharges with UPS and FedEx that are not factored in until the carrier physically reviews the package.
In order to help you determine if your charge was legit or in error (and how to appeal), view the label details and expand the section on the bottom right that says see cost breakdown (highlighted below in green). Black out order #, tracking #, and buyer ID and post a screenshot.
Please also provide a physical description of the package (box, bag, tube, handle, etc).

The culprit is the 30' length. That is subject to an additional fee.

I entered the data describing my package COMPLETELY and as accurately as possible - in the ebay system. I received the quote. I paid. I did my part honestly.

Oh I just caught the dimensions : 30x7x7 in
Based on dimensions, the billable weight is 9 lbs
30 x 7 x 7 / 166
But eBay's shipping calc factors in dimensional weight, so there would only be an issue with weight/dim if the seller did not enter accurate measurements upfront.
Can you grab the screenshot @nice.old.man I mentioned above and be sure to expand the section on the bottom right? We need to see that window to know what happened.

We need to see why UPS applied a cost adjustment. If it's appealable we can tell you how. If it's a legit charge we can tell you how to avoid it in future.
Need both the screenshot and the info I asked for above, "Please also provide a physical description of the package (box, bag, tube, handle, etc)."

"we" - UPS? eBay?
I entered dimensions and weight honestly. eBay calculator gave me the price.
I am not going to pay for fraudulent additional "adjustment" charges.
I think that this case should go to BBB.

That "we" is one of the most knowledgeable volunteer helpers on this board. The time they freely give to help the rest of us, even though they are a big seller in their spare time, is more valuable than you know. If you don't welcome it, that's your right, but no need to be anything but thankful.
I quit using UPS and FedEx a long time due to their add-on costs to postage (they have long lists). I believe Ebay quotes for these services are shown as estimates. You can read about numerous examples in other threads.

You are on the eBay "community boards" where other qualified buyer/sellers attempt to assist other buyers/sellers with issues that they are having.
eBay is not here.
UPS is not here.
UPS/FedEx may apply numerous surcharges that do not factor into the eBay shipping estimate. Info is needed to attempt to assist you in determining if the "surcharge" is something that can be disputed.

The BBB doesn't have the power to anything but take a complaint.

I called the UPS billing center. They told me to file a dispute via ebay, because this is where I paid for the label.
How do I submit a dispute via ebay site?
I do not see the option to get to the "form" where I can fill out it and ask ebay for the refund.

There is no form for shipping cost disputes, only shipping damage. You have to contact customer service to dispute this.
From the eBay help page.
USPS disputes should be submitted to USPS by contacting USPS Customer Care at 1-844-819-5187 or verifypostagehelp@usps.gov. Make sure you provide both the tracking number and the USPS Revenue Assurance ID to USPS. USPS will respond to the dispute within 5-15 business days.
FedEx and UPS disputes should be submitted to eBay Customer Service. We will work with the carrier on reviewing the disputed charges. If your dispute is approved, you’ll see a credit to your Payments account for the adjustment amount and you’ll also get an email from eBay letting you know that the dispute was approved.
