I had an item listed as PRIORITY MAIL. The customer paid for the item and shipping and then requested the item to be sent MEDIA MAIL. How do I refund a portion of the shipping cost back to the buyer?

Partial refunds don't get fees reimbursed. Ask the buyer for their PayPal info and send them money.
If someone suggests slipping cash or a money order in an envelope and send it with the books that's not allowed. If the package is inspected the buyer would have postage due for the difference between MM and PM.

You're not supposed to downgrade the shipping.
With Media Mail, there's a good chance it wouldn't get delivered in time and you'd have to refund.

go to the order and just refund some of the money with MP
its really simple. just hit the refund tab and check off a reason and input the amount and refund it

The buyer asked so it is ok. I doubt the buyer will claim not received and if they do the seller can show eBay the message where the buyer asked for cheaper and slower MM. eBay wants us to make buyers happy.

Media Mail can be a pita! But, you will not get any fees back for the difference.

choose a reason, and amount
